There isn't a reason that I know of that the flag should be at half mast. Additionally it is still up at night without a light on it.

This is the flag outside of the Russell Senate Office Building.
In this building there are several senators who voted for a constitutional amendment to protect the flag.
Yet the flag outside their office is torn and tattered.
For shame, for shame.
